Special Council of Hardorn

The Special Council was the provisional governement that ruled the unoccupied portion of Hardorn following the end of Ancar's mad wars and the invasion by the Eastern Empire. It was composed of the thirty surviving nobles, the heads of Guilds and a representative who spoke for the remaining mages. Between the invading force and the results of Ancar's depredations, the Council was thoroughly demoralized and without a central leader to organize and mobilize them.
